I'm dumb here, is this because he had not skipped yet? I know how DC is. So you just have to take him to court on the bounced check?

It's because the DC cops don't really care about the law or follow it for the most part. We just wanted to put the guy back in jail because he was out on our bond, and we didn't get any money from it yet. We'll probably bill the indemnitor for the bounced check.

DC is different. The police will tell you that they will lock you up for kidnapping, arrest you for having a bullet proof vest, no weapons, period (they are only for the criminals) no mace,pepper spray etc.
There is a way to make it happen in DC, and I have done it for years.
It sounds like Kevin was doing a premature surrender, which if the bond was written in VA requires a bail piece issued by a Judge after a show cause hearing. In Maryland, you must surrender all of the money that you should have received on the bond, if you received it or not is no matter.
Kevin, I thought that you were going to tell them about your case in Laurel with Jeff Levesque, first re-arrest?

I'd be careful about advertising "pre-surrender" activity for non-payment. Several attorney's, D.A.'s etc have gotten laws or policies enacted within thier jurisdictions against that practice. It equates to "debtor's prison". You cannot legally imprison someone for not paying thier bills.
My own State AG made a ruling on that just last year stating no bondsman had the right to return a defendant for simply failing to pay his bond.
Now our state law that governs bondsman, title 13, section 15, states that a bondsman has the right to return a defendant at any time....
So now our bondsman use other reasons for pre-surrenders..."Rumour was the def was planning on running..." "def moved without informing us..."...etc.
The criteria for surrenders in my state are as follows:
1) The defendant FTA'd
2) The co-signer wants off of the bond
3) The bondsman has lost all contact with the defendant, indicating he is running.

Yeah, that might've been the case... I bet DC cops would give you crap for arresting anyone whom a bench warrant wasn't issued for.

In VA, so many bondsman were re-arresting bailees after three days because they "Left the jurisdiction of the Court" by going home, to DC or Maryland, and no refund was offered. They now have to petition the court for a show cause hearing and the judge will decide if there is ample reason to issue a bail piece. The problem arises when your indemnitor calls you and says that little Johnny is headed to NC "Right Now!". Right Now is 8pm on a Saturday evening, the defendant has not missed any previous court dates, and you can't get before a judge in time.
Similiar incidents have happened to well known bondsmen/BEA's in this industry, locking someone up and holding them until they can get before a judge, and being jailed themselves for doing so. They had a remedy, they just got the pieces in the wrong order. That is why we have indemnitors, if they are that week, don't write the bond in the first place.
I agree about discussing this type of activity openly. In this case you have a raw newbie anxious to do well and be successful, telling stories out of school when they should still be in the information gathering mode.

Thanks for the formalities, but I would appreciate it if you would simply call me Ruffin. I don't know if you remember or not but we met once in Nashville, Tn. at a TPBA training session. We had breakfast together, several of us..Joe Stiles, Scott Harrell, Scott Olson, yourself and me.

I absolutely remember the breakfast meeting and you as well. I was only trying to convey the respect that is due you. I was brought up that individuals were addressed by Mr. and Mrs. until they granted you permission to address them otherwise.
