Bill, .. Eli's right. The hat is a promotional / mechandising gimmick from a TV show that ran for two seasons featuring the NY / NJ US Marshals Fugitive Task Force. It was a very realistic show but the best that I can figure is that it was cancelled as to it was to much exposure for the undercover agents and the agency itself.
