It is not clear who had the weapon originally. TN requires one to be TAPBA certified and I do not believe that a felony conviction qualifies, but I will defer to our distinguished representatives from TN.

I've wondered... Can cases like this, where a BEA/FRA makes a wrongful arrest (lack of Due Diligence) held liable to charges of kidnapping, and even hurting themselves, where it paints a negative image of the profession of Bail Enforcement under public opinion be eliminated, minimized to a degree through proper training?
Regardless of my personal questions.. Prayers goes to our fellow BEA, who got killed.

Training is key, repetition creates muscle memory, education causes one to prepare for possible scenarios.
Minimal or no training creates panic type reactions, poor decisions and negative outcomes.
To your point, one can be taught, mentored and advised, but their decisions are their own. How they act under stress and pressure is never predictable, but can be focused to a particular response, given that the stress they experience does not exceed stress levels in training.
Since real life situations create stress levels higher then in training scenarios, one's response is not known, even to themselves. I have made recoveries with guys who handles 100's of apprehensions with no issue until they experienced a "Come to Jesus meeting" and never hunted again.

From reading the article, SOOOO many mistakes were made. 1.The lack of due diligence. 2. Parked in the target's driveway? Really?? 3. No body armor. 4. Poor weapon retention. 5. BEA/FRA by himself. 6. The list goes on... But right, wrong, or otherwise, someone lost their life over a bail pick up, and that is tragic.

So he was out on a $64K bond from one bail company in Kingsport and working for another bail company in Kingsport?
Still too much info not making sense here.
