My personal state CCW permit was issued through the sheriff's dept.... of course the DCJS permit is issued after you qualify through their program... but the sheriff was not a problem.... the former sheriff and I deer hunted together years ago... and the current sheriff washed dishes in my restaurant when he was in high school... which gives you an idea how really old I am.... oh, I also have fished with a certain Circuit Court judge (who would not hesitate to lock me up if need be... so he may not be much help, actually)
