Here are the purposed requirements to be a "bounty hunter" in the state of NJ as introduced 2/24/05 by the assembly.

The state of N J will convene !/05/06 to view and vote on this act.
With the help of Mr Scott Olson (National Director of NIBE) who has retained a lobbyist to assist us has also urged us to call, write or e-mail our senators and assemblymen to show we do "NOT" support this bill.
We are also looking for support and donations to help offset the cost of the lobbyists professional services. Thank you all for your support.

First off, i'd like to thank the folks who took the time to acknowledge this post. A few of us have been working non stop in an effort to locate and unify as many New Jersey B.E.A.'s, bondsman and supporters to take a stand against the imposed qualifications needed to continue to work in our industry.
After writing our senators, assemblymen & women we were informed last night that we were blindsided by this last meeting in which we had three days to prepare our rebuttels. None the less, this next meeting on 1/05/06
will "not" be open to us, only for them to vote. We will be there at 11:00 am hoping to plea in the halls before the 1:00 session where "they" will vote and we can only watch.
We are now conveying to our own to "fax" or "call" all the "senators" or their "chiefs of staff" only, to convey our message in numbers that we DO NOT support this bill. (NO MORE ELECTRONIC E-MAIL'S), this turned out to be worthless considering the lack of response we recieved from them.

If you listened to the audio of the session and the inaccuracies of Peter Barne's renderings, (in which he believes himself as factual) , then a public debate on television or any type of media would be a humiliation as to who we have governing our system.

Things may get bad for BEA's here in PA very soon as well, I have been fighting to help get the proposed new law amended so it's fair to Pro-BEA's, however most BEA's are choosing to pretend that the proposed law will fail to pass as it has in previous years, well I'm going on record saying that it's going to pass this time because of some incidents that have gotten the media and politicians stirred up.

Now that I have returned to Law Enforcement this Law will not affect me, however the BEA's in PA better get on the ball and start fighting this proposed new law before they find themselves out of work.

State bounty hunter bill draws fire

New Jersey bounty hunters are lobbying for changes in a bill that would require five years experience as a police officer or private investigator before becoming eligible for a license to bag bail jumpers.

"You can be a cop after six months in the academy, but you can't be a bounty hunter until after being a cop for five years?" asked an incredulous George Formoe, who has been a bounty hunter for more than a decade.

Formoe said he welcomes criminal background checks and licensing, but existing bounty hunters should be "grandfathered in" and not have to work as a cop or private eye in order to qualify.

"I don't know any police officer, and I know a lot of them, that would retire from the police force after five years to be a bounty hunter," Formoe said.

"Cops I know that retire after 20 years have had enough of this. There might be one cop in the whole state so dumb as to retire from the force and become a bounty hunter."

In Trenton last week, the County Prosecutor's Association of New Jersey's Legislative Committee voted to support the Bounty Hunter Licensing Act, which was overwhelmingly passed in the Assembly. The bill must now be passed by the state Senate to become law.

That group, along with the New Jersey Attorney General's Office, have said they're against amending the bill to make an exception for existing bounty hunters.

"Quite frankly, there has been any number of cases where there's been violence or near violence between bounty hunters and either innocent persons or persons who are in fact the wanted party," Hudson County Prosecutor Edward DeFazio said. "We have also seen events that happened where they break into people's houses and arrest or take into custody the wrong person due to mistaken identity."

Walter Fernandez, New Jersey representative for the National Institute of Bail Enforcement, said he's lobbying lawmakers to change the bill, which would require new Jersey bounty hunters to be licensed or face possible fines and jail time.

It also requires criminal background checks, finger printing, letters showing the candidate's "good moral character," a complete work history, and other details.

Formoe said bounty hunters provide a service by taking dangerous criminals off the streets, at no cost to taxpayers.

It is amazing how lies and fiction become fact after a legislator or lawyer speaks them--also its amazing how mistakes made by the pd and fed are not remembered at these one sided hearings--innocent people are arrested wrong ids are made every day by leo--just like leo there are good and bad bea--I believe nj will soon disappear from from the bea roster and the people will get what they deserve--fugitives living amonst them--if and when this becomes law i think bondsmen will start to close shop --the few remaining pi-beas will have a monoploy and apprehension costs will skyrocket--the state pd will do what they are best at--writing traffic tickets the local pds already over whelmed and under funded will scream for more money to find bail skips and taxes will rise and so on and so on more jails will be built to house people because bail has become a thing of the past and taxes will rise--I believe this will happen oh i almost forgot jail will overcrowd and the fed court will order mass release of inmates because or cruel and inhumain treatment and the cycle will continue--remind the people that elected officals and lawyers caused this--when marshall law comes to new jersey

Hadley, couldn't have said it better myself. But how would you expect them to use "foresight" when they are still so inaccurate with "hindsight". I guess this will give the future legislators something to "look over" in the years to come.

Well we WON yesterday's round in The State House (Trenton) where as they didn't pass the bill as introduced and the amendment we are seeking will have to be reviewed and voted on again. We all got another good lesson on how our goverment works.
