A possible solution would be to set it up like it was on the old frtf...I don't know all of the technical terminology involved here, but the same way he restricted parts of frtf (including the chatroom) he could do here.
As far as credentials go, same thing we did there as well. We all had to send in copies of our licenses, certificates, etc. I know he can't personally verify everything, but as long as we send in some kind of documentation proving our legitimacy, then that has to suffice.
In other words, if you don't have a license, permit, state issued ID cards, whatever, then you cannot access the chatroom.
It's exactly the same thing we did at frtf.
I think it's doable.
