Great Post, David!
I served a Colorado process at the Naval Academy to the JAG Officer who presented the subject with the option to refuse service or accept, in private, in an anteroom, while she had a Chief entertain me in her office. She marched back in smugly stating that she had advised her client that it was out of state service and he was not required to accept the civil process. I served her based on her repeated statements of Naval Academy policy that all Service of Process go through the JAG Office and that was why she shielded him from me. The affidavit and accompanying letter explaining the details was accepted by the court in CO. He had been evading service for 1 1/2 years. The look on the Chief's face made all of the hassle worth it, he even winked at me on the way out!

Yes,
We do have to be bonded also, the usual policy costs about $50.
Also, LPI's can serve most docs.

Jay, Here is a starting point for you to help answer some of those questions. http://www.tsc.state.tn.us/opinions/tsc ... 02civp.htmRule 4 deals with SOP. Also note that some Counties and Cities within the state require that you register with them before you serve any process. In east Tennessee the only one that I know that requires this is Knox County, but over your way there may be more. You can also register at the Federal Court House to serve papers on behalf of attorneys working on Federal cases.

In CA you just need a $2000k bond.. cheap...requirments are kinda like becoming a notary, but without the class and test. I'm getting mine next month after I move.. Cheaper to get in Riverside County then San Bernardino County....
