US Agents Violate Salvadoran Sovereignty

San Salvador, Oct 18 (Prensa Latina) Diverse Salvadoran organizations considered Tuesday that the attempt by three US agents to kidnap a Salvadoran citizen and take him to the US is a severe violation of Salvadoran sovereignty.


"This is a serious offence to the Salvadoran nation's sovereign character," said Edgardo Amaya, of the Foundation for Study and Application of Law.



Last week, three US agents were arrested in the international airport of Comalapa, El Salvador, when they tried to illegally remove Salvadoran citizen Julio Cesar Nerio, 55, who allegedly committed a sexual violation in the US state of Nevada.



The US agents removed Nerio from his house by force, handcuffed him, and brought him to the Comalapa International Airport, where they tried to take him to the US without legal documents.



The US agents, considered bounty hunters by the Salvadoran press, were identified as Mark Allen Pruter, 22 years old, Robert Lee Suckoll, 34, and Erick Jackson Lippincott, 24. All employed by the private enterprise, Dirty Deeds Bail Bonds.



The US individuals claimed to be members of the US FBI, but the US Embassy in El Salvador denied this.



An anonymous source from the US Embassy stated that the US agents did not coordinate their actions with the Embassy.



Salvadoran FMLN deputy Hugo Martinez (National Liberation Farabundo Marti Front) asked for the case to be thoroughly investigated, and the full weight of the law applied to those responsible.

I wonder if they were trying to get the same type of publicity that Dog got for going to Mexico. They should have done alot more homework, I would have probably called Lance myself since he has done recoveries in that part of the world without incident. Another cowboy or cowboys bite the dust as they well should!!

That story reeks of the guys failing to share the benjamins with the Salvadoran officials.

In the first place once the proper people are paid they will get the bad guy for you and extradite him or her. Or, worse case scenario and a lot more money, they will put the bad guy on a private plane a BEA would arrange for. You just don't go to someone's residence on foreign soil and attempt to effect an apprehension let alone go to the airport and try to leave (I sure would like to describe the whole matter in a more provocative and accurate manner but there are too many censors lurking in the shadows).

International extractions are successfully accomplished far more often than a citizen realizes. I personally know of three individuals (not members of this forum and who have preferred to remain anonymous all through the many years I've known them) who depart for foreign shores quite frequently.

The US dollar rules and despite the %$&$ attorneys like to spew there is not one ounce of liability when the 'proper foreign officials' are rewarded for their endeavor. The liability derives from situations such as the failed Salvadoran caper. I don't think those guys will appreciate having odd colored insects and skrawny little gray chickens running all over them as they try to sleep on the prison's dirt floor. They'll be stripped naked and sprayed with smelly rust-colored water for their twice weekly bath. And the food... I don't believe their digestive sustem will accept what will be tossed on an old wood-stained tray. Trust in this... there are flies south of the equator large enough to have a serial number. They are constantly doing pushups on the food. The Salvadorans are used to it but the American digestive system cannot effectively deal with such tainted and bacteria laden food.

God forbid they get sick and need medical attention. Wait till they get a load of the voodoo practices their fellow prisoners will effect on them.

Bottom line: you should never attempt an international extraction from a third world country without first paying your way. Even the US Marshall's in the Dominican Republic have complained they get very little cooperation from the authorities because they cannot hand out one hundred dollar bills.

The bail agency that authorized such a doomed expedition should immediately send someone there with lots of cash to spring their guys. Without the dinero they are fodder for the Gods of Misfortune.

All in all... it's a darn shame they acted so recklessly in their uninformed capacity.
