Josh,
I can tell you that here in Virginia the law is specific if you are licensed. You may only place a GPS on a vehicle owned by the party ( contracting you )either individualy or in conjunction with another person legaly. I run into this alot during domestics and if both parties are not on the registration I cannot do it. Hope this helps in some small way.

I purchased one from pimall, works fine. Installed near bumper . I dont tkink the law has covered this issue yet. There is plenty of case law on c.c.t.v, tape recorders and the like.

I am told cost for these units, after the initial purchase, is $65.00 per Quarter, in addition to the minutes or "Pings" purchased. Pings are purchased in different amounts, the cheapest being 150 pings for approximately $100.00. These are not cheap, but when you need one, you need one! It should be acknowledged that this is a significant commitment financially if you are only going to use it occasionally. I have had mixed results. They will locate the vehicle, but the maps are not always current. I have also had issues with the website being crashed or down during a critical time period for the investigation, and the customer service was less then stellar, and quite rude.

For what it is worth, you can achieve the same results with a cell phone with GPS capabilities placed on "Silent"
and accidentally dropped in the back seat of the car...use your imagination.
