Please allow me to introdue myself:
My name is Andre and I live in Philadelphia, Pa. I have a steady work history for the past 12 yrs, mostly in the transportation industry. Currently, I am seeking employment as a BEA. I am inexperienced, and not yet Pa. act 235 certified, but I plan on taking the required courses in Sept. of 2009. However, in the meantime, I am seeking a mentorship with a licensed professional to take me on and train me professionally in this career. I am offering assistance in the areas of surveillance, back-up, telephone work, or in whatever other capacity I may be best utilized.
I am available/willing to relocate, but I would obviously require temporary housing during this training period. I am 5'08" tall, weigh app. 160 lbs, agile, and very, very fast. I also have a clean criminal record and can pass any background check required to enter this field.

If I am not mistaken, Pennsylvania LE can also act as BEA... meaning you may have the best of several worlds in that state. You certainly would want to check that out but a year or so ago, we had occasion to hire several fellows out of Philli to do a pickup for us... they did a great job and delivered the SQ in record time back to our jurisdiction... these guys were... I believe the term was 'constables'... I would think having BEA who are also LE would be a great learning tool and environment for your activities... but again... check out this info for yourself.
PS... quick research tells me there are currently no regulations directly related to BEA in Pennsylvania... the fact that these 'constables' were acting as BEA just gave an amount of professionalism to our case and I would think a person seeking BEA employment would do well to align themselves with these types of individuals for training.

PENNSYLVANIA STATE LAWS
1. Applicable Statutes.
C. ยง 5749. Prohibitions and penalties
(e) Public officials.--Any law enforcement officer, any employee of a penal institution, or any other system or related personnel, who has, directly or indirectly, any pecuniary interest in or derives any profit from the bonding business or activity of a professional bondsman commits a summary offense.
A constable is an elected official and serves six-year terms. Constables belong to the executive branch of government. However, they are not overseen by any state agency. The Pennsylvania Supreme Court has defined constables as "independent contractors that orbit the judiciary."
Constables are peace officers. In Pennsylvania, a peace officer may arrest a person, without warrant, if a felony is committed in their presence. However, as a peace officer, a constable only holds the same powers of arrest as a United States Citizen.
Constables serve the District Court System by serving Criminal & Civil Process, Landlord/Tenant complaints (evictions), Protection From Abuse Orders (PFAs) and Warrants of Arrest.
There is a Bonding company that won't use recovery agents and only uses Constables in Pa.

Sort of enforces the adage... two sides to every story...
so as you are saying here Marshall... a constable is not a true LE? and since there are no true BEA's in PA... does that make it ok to do the pickups... cause these guys IMHO were very professional and as far as I could tell, the paperwork and ID's they provided us with were authentic... we even took them to our local magistrate who ran their names and checked them out and as far as he could tell they were legit... but that statement you posted sure tells a different tale... so as usual... all is not as it seems... I think it just reinforces the deal that every state has a different setup and you just have to be vigilant in our business as to what is right, wrong and in between.
Question: since there are no LICENSED BEA's in PA... does that mean that anyone can do pickups? and if so, what effect does that have on you as a professional in the business.

Bill,
Constables can do pick ups as the are considered a "contractor" of the judicary process. They are very professional (most) and do this almost everyday.
Pa. does not have licensing or rules for BEA, however, the bonding/surety companies know this and will not give work to just anyone. You have to have training and experience, as well as prove yourself. To a degree, its their a$$ on the line as well.
Heck, when I first got into this I had to sell myself to the sureties to get the work. Now its even harder cause the surities are even more particular.
This does make it harder to get into this business in my state, but if you get the right training, learn from a good professional, you can make it work for you eventually.
