Yeah it would seem that kicking down the door of the fugitive who happens to be the customer of my client, might not be the best customer service I can offer. Most people that wind up in jail are going to be repeat offenders. So I end up smash and grabbing and making the recovery process a liability and turn low key events into TV reality drama is probably going to result in fewer returning customers for my client and as a result fewer returning clients for myself. I don't plan on being Dog. Is that fair idea of the mentality that is required?

It does sound like you have the right idea. I will leave all other answers in the hands of more experience. Congrats and welcome.
On this same line, I have a question. Is it standard for the sheriff to require his approval for a business license in the recovery industry? All this time I have been working in someone elses Agency and never had a need for finding this answer. Now...well, things have changed. I received my tax ID number then went down to apply for the license. I was told, in the Licensing Commission Office, that Sheriff Yeager (I guess his name doesn't matter) had to approve the license. Even after explaining that I only needed it so I could apply for database searches the sheriff says that he "never has and never will approve a stand alone recovery agency." Any ideas on what can be done....please let me know.

That's pretty much the same story everywhere. The cat's out of the bag now.....but you may try getting a Ga. Pi license anyway...you'll need that eventually because most states require a pi license to bounty hunt. Also, a PI license opens far more doors than simply claiming to be a BEA.
Failing that, you might look into registering in Alabama as your headquarter's....wait a few months, then register your company in Ga. as a foreign corporation.....
You keep your personal stuff in Ga..residence, driver's license, pistol permit, etc....but you register your company across the state line in 1 of the border towns.....so you live in Ga, but work in/out of Al.
Just legal loopholes. In Alabama, all you would have to do is rent a p.o.box, then go to the court house and buy an occupational city/county license, then a state license, as a PI agency..and there ya go for less than $300 ?
