The belief/assumption is that, in the absence of the law/penal code, anyone of age, and with a bondsman's authorization, can recover bail fugitives. How does this play out with local LEOs without certs to show?

It means the rodeo is about to start, so grab a chair and watch the show...

... of course there are numerous states that presently have no Recovery laws and they seem to be doing "sort of ok"... but California is a unique mix of; for lack of a more descriptive adjective.... clowns, so I would think it will be a true circus. I cannot imagine going from a state with rather strict legislation to zero control at the swoop of the wand.... it should prove rather interesting, however dangerous. I would not want to be operating in that environment.... although the professional bondmen in CA will still maintain a bit of control by virtue of who they put on a case.... but the yahoos will still end up working for someone... and I fear reeking havoc, not to mention the ones that just take off on their own looking to make a little quick money.... remember Jose Wales? what about all the honest, hard working, people that have sought and obtained every necessary Certificate to be able to work in this field . . . what about all of them?

... under the bus. In other words, as usual, it makes no difference to the mighty on high.

... in the end, you can at least show your credentials to prospective clients and that may be the ticket to getting the case... unless of course some yahoo has convinced the bondsman that he can get the job done for 1/100th what you have to get.... unfortunately, price sometimes dictates who gets the job... even when the hirer knows better, he still may opt for the cheapest.... at least till the yahoo makes a big mistake and causes a lawsuit that shuts him down.
