The belief/assumption is that, in the absence of the law/penal code, anyone of age, and with a bondsman's authorization, can recover bail fugitives. How does this play out with local LEOs without certs to show?
It means the rodeo is about to start, so grab a chair and watch the show...
... of course there are numerous states that presently have no Recovery laws and they seem to be doing "sort of ok"... but California is a unique mix of; for lack of a more descriptive adjective.... clowns, so I would think it will be a true circus. I cannot imagine going from a state with rather strict legislation to zero control at the swoop of the wand.... it should prove rather interesting, however dangerous. I would not want to be operating in that environment.... although the professional bondmen in CA will still maintain a bit of control by virtue of who they put on a case.... but the yahoos will still end up working for someone... and I fear reeking havoc, not to mention the ones that just take off on their own looking to make a little quick money.... remember Jose Wales? "A mans got to do something to make a living"....."dying ain't much of a livin.."
