If passed this bill would have restricted PI's, process servers, bail agents, recovery agents,etc. As with any law if it is not totally specific in its wording, it can be interpeted to cover areas that it was never intended to. It could have even effected out of state recovery agents calling into CA to get information on a skip. If you used pretexting then you would have been in violation of the law.

This quote displays the ignorance and negative image there is about recovery agents.
The CA PI's rightfully fought hard against this bill and no matter what the blog stated, it was their lobbying more than the money by the MPPA that got this bill defeated.
