I do believe that statement is not exactly true... in Virginia, we do need proper paper to arrest and extradition is a bit more complicated... in Texas for example... I cannot walk in pick up my skip and leave... and that is also true in many other states...

I think that about sums it up... after 15+ years as a licensed bondsman... I have never pulled my weapon and can number on one hand the times I had a physical confrontation with a skip... it simply has to do with how you present yourself and how you handle yourself when in any given situation.... period.
