Fugitive Warrants Cleared

I was recently asked by a district court judge how many fugitive warrants for violent crimes are cleared nationally by Bail Enforcement Agents each year vs. the number cleared by the U.S.Marshal Service. I had to tell the judge I had no idea, however I would look into it. Therefore I requesting any information concerning this subject.

wow...how do we track that ? I mean I make on avg 1-2 arrests/week (sometimes none, sometimes 3 in one day...key word "average"). But to differntiate between violent crimes and non-violent....

I don't know how you can figure that out...only immediate idea is if someone came up with a computerized addition to to existing booking programs that would send a copy of the arrest to another program or e-mail everytime a BEA fugitive was booked in. It could then be broken down by crime category : violent vs non-violent.

You can't use felonies vs misdemeanor's because alot of misdemeanors are violent..such as misdemeanor domestic violence; by the same token, alot of felonies are non-violent..such as drug charges....

I don't know how to immediately answer your question.

I know there have been studies done, I think the Rand Corporation has done some on our industry...you might check with them.

Why only BEA v. U.S. Marshals? I would think that local and state LEs would make more fugitive warrant arrests than the Marshals.

Our S.O. recently updated their booking / inmate computer system. It does not designate who makes an arrest such as fugitive surrender or LE arrest. It does indicate warrants or on view arrest.

In most counties near me, they only take arrests on the warrant. It is not a surrender by a BEA. They don't know how to process the paperwork. So they will take credit for an arrest. They actually bring out a deputy that "officially" make the arrest and booking.

The only possible indicator of it being a surrender is that the arrest location will indicate the jail and not on a street somewhere.

I don't know how anyone could accuately come up with those numbers.

If you Google the Congressional Hearings with Asa Hutchens, you will read statistics from law enforcement and commercial bail and they seem to agree. Off the top of my head, I believe the numbers quoted were 86% to 93% of re-arrests were by the commercial bail industry. Remember how many times you have surrendered somebody with warrants unrelated to the commercial bail system...VOP, former Stets or Nolle Prosequi within the first year etc. We all know that we only present the subject for warrant service, but that is a technicality. The judge is trying to determine the value of the commercial bail system. In Maryland, there are major issues going on currently with studies by Judge Platt on the actually viability of continuing our industry under special commission by Judge Missouri, Bell and Clyburn.
