If you need a radio operators license you will need to go to the FCC website and make applicaton. This in in the USA.

Are you talking about an amature radio license or private commercial radio license used by companies such as taxi cabs, construction companies, delivery companies, etc?

You will need to get a license from the FCC first. Then you need the equipment (I use motorols myself) and then you will need to "rent" time on towers in the area you are working. In Dallas I use 5 towers since it is so big, but I have like 75 mile radius. You can Google the tower rental, eBay has equipment, and FCC has the forms you fill out and mail in.
