I already contacted Fontana PD and they can do nothing. I did contact my local PD and they suggested a few things, and they are coming over to take a report.

IP's can be banned. But, it's like changing cars. You can always use other computers with other connections. or, use a wireless connection and move from 1 unsecured network to another. Most hotels, some restaurants, wal-marts, etc.

It's not that hard.
