Evacuees say bondsmen keep them behind bars

Pam Chriss feels like she’s been robbed twice – first by Hurricane Katrina, and now by the justice system.

“We’re not treated equally at all,” Chriss, a Katrina evacuee, said. “I’m very angry … That’s my child. My child is gone. I’m very angry.”

Chriss’ son, Melvin, has remained behind bars ever since he was arrested on a weapons offense last November. She say she was unable to secure bond because local bondsmen refused to work with her.

“I know we are treated differently because we’re from Louisiana,” Chriss said.

Claims like Chriss’ are not uncommon. Other Katrina evacuees say they have loved ones stuck in jail because they were never given the opportunity to post the customary 10 percent bond.

Houston bondsman Randy Kubosh says it’s because they pose a flight risk.

“We’ve lost a whole lot of money,” Kubosh said. “I have to ask for the full amount of the bond, which I don’t want to do, but have to do just to cover myself.”

It may cover the business, but activists like Parnell Herbert say it’s tearing families apart.

“We’ve got a lot of people in the lower income bracket, and many times they feel powerless, voiceless,” Herbert said.

And some of them, like Chriss, feel childless as well – at least until her son is able to walk free and come home again.

Isn't amazing how anybody can blame the bondsman because they are in jail or still in jail....hmmmm....did the bondsman do the crime? NO....it was the doof that could not manage to control theirself. What idiots.

I turned a bond down on an evacuee from LA several months ago. He had been in our community less then six months and had been arrested 6 seperate times. The wife had no money at all, and was expecting local churches to put up the money. When i explained to the good Reverends what they would be signing for, they declined as they knew her but not him.

I agree with kathy. The victims these people prayed on have rights too, but nobody is championing their cause. If you are given a new chance, how about a decent legal effort, not riding on the dole taking advantage of kind hearted church's.

I won't get on my soapbox, but from what I have seen, these evacuees expect everyone to feel sorry for them, and hand them the world on a platter.

Personally, I know of one local person who opened his home to a family, and was a few months later thanked with a major injury, gunshot wound, when they were asked to move on. The "victim" is still suffering, the "evacuee" wasn't charged. Go figure.

I treat everyone equally. If you have the money and collateral, I will post the bond. If you don't, that's your problem, not mine. You do the crime, you do the time, and there are no excuses. I write (or not) the bond based on the premium payment, and collateral, and whether or not I feel you will show up for court. It is a business arrangement, pure and simple.

I'm sorry if you are poor, and have no money or collateral, but I have been there, and worked my way out of it, without gevernment funding, or charity, or commiting a crime, so feel you can do the same.

I operate a business, not a charity organization. If I don't pay my utilities, they get shut off (and various ones have in the past). I did the work, made the money, and got them back on. Yes, I have sympathy for those who lost everything (I also once lost most everything in a house fire) from a natural disaster, but I DID NOT rely on or expect government aid to GIVE me a new house and possessions. I did what I had to to rebuild my life.

So, while I have sympathy for victims of natural disasters, I have no sympathy for those who commit crimes or feel that they have indefinite funds coming for their situation.

As always, this us just my opinion...
