Former FWPD Officer Flees After Sex Assault Charge
(CBS 11 News) FORT WORTH A former Fort Worth police officer is apparently on the run.

Casey Allen Roe was arrested in 2005, charged with unlawfully carrying a weapon and sexually assaulting a child. Investigators in Fort Worth say that the 24-year-old had sex numerous times with a 14-year-old neighbor. He had been out on bail awaiting trial.

But Roe did not show up for his Feb. 2 court date last month. Now, Ernest Thomas of Hitching Post Bail Bonds wants his money back. "About $3000, that's the bond. And I'll have to pay court costs," said Thomas.

Thomas has hired a bounty hunter to take the case.

Fort Worth private investigator Greg Fausto is the man looking for the alleged child predator, tracking leads and looking for answers to find a man considered armed and dangerous. "He's already been pulled over in North Richland Hills with a 16 inch knife," said Fausto. "What would you be doing with that, you know? And you're on bond? That's crazy."

Fausto said that this case is personal. "I have four kids," he said. "If you have kids, they're a joy, and this guy has taken the joy from this young girl."

Roe has not been convicted of any of the charges, but additional charges could follow if he does not show up in court soon.

I know we in CA complain about the high bail amounts out here. BUT $3000 on a sex charge! Thats insane to have a bond that low.

Our bond amounts are set by the county and are usually preset depending on the "class" of the crime (1-3 misdemeanor, 1-6 felony) or the person's history. An average DUI or DUR is $750, but if a person has2 or more prior offenses, the arresting officer can charge them with "persistent" and that is a $10K bond. I know how my county judge is, so unless the cosigner has the cash for my fee and the collateral to cover the bond, I usually recommend that they wait until the person is arraigned since it is usually lowered to the standard $750. Granted, I may only make $70 or so versus the $500 or so I could have made, but if they don't have the full premium I may not get paid anyway. And, the next time they need a bondsman or know someone who does, I am the one they call. Unless I posted the larger bond and they didn't pay me. I would rather post a smaller bond and get repeat business than lose money and business by taking advantage of a situation that I feel certain will change with a court appearance.

I have also seen the district judge go from a preset $10K bond (usually drug charges) to a $150K bond when the person appears in court, having not been able to previously bond on the lower one. This is usually by someone from out of state, with a large enough quantity and/or suspected affiliations, to strongly suggest trafficking by some form of organization.

Most counties have a minimum bond of $500-2000, but I have seen traffic FTA's as low as $100. There are exceptions such as DV's or other crimes where the defendant has to appear before the judge to have bond set. Locally, these usually start at $2500 and go up from there.

They are real low here in Fort Wayne also most bonds here are from $2500 - $5000, they do get some high Drug bonds here. The good thing about Indiana is there is no AR accounts its all the bond amount up front before release period.
