Maybe I missed something but this story has some poitive aspects. The guy was arrested but it also goes to explain how they have only seen this once or twice in 30 years. So, not all bad, in my opinion.

If this guy is 33, he has had a hard life. Kansas is not that far from TX and anyone with any credibility will research the laws before they go out of their local knowledge base. I have never met this individual, but have known those that play fast and loose with the laws and plan to get in and get out and they do get caught up. When one attemptws to whisper good counsel in their ear, they discount the message entirely and continue on their ill fated missions.

Well,

The alleged BH tried to "arrest" the wrong man. Also, like Scott said, he didn't know or follow Texas laws.

About his age, I think they either have the wrong picture or the wrong age for this "BH."
