RESPECTFULLY-- The DPS cant even police themselves, let alone have MORE responsiblities. When Detectives from the DPS made some arrests in the bond industry a couple of years ago, one the the Detectives was a trooper targeted in the "whos policing the state police" stories in the news. He was let go twice for drunk driving by his "own." For the record, I have been a bondsman for quite awhile and DO believe that some specific change is neccesary. The change that people like Mary Casey and Doug Davenport want is to suit their own inability to adapt to a growing industry. An industry, by the way, that CT has ALLOWED to grow out of control. I WISH they would pass the $10,000 per bondsman element of the bill. That part of it would get rid of half the bondsman in Connecticut. Have CT stop allowing MORE bondsman to be licensed. Like liquor licensing, only so many per town, or in this case, CT. If people CAN do payment plans, MANDATE a minimum of 50% down and let us revoke for nonpayment of those premiums. If you dont pay your car insurance bill, you DONT have car insurance. I believe there are over 17,000 legitimate beds for inmates in CT and over 19000 inmates. Disallow payment plans and I cannot possibly imagine what the increase will be. People, more often than not, cannot afford a full fee bond. Make the right changes and then police them accordingly. Dont let people like Ive spoke of, have secret meetings like they know they do EVERY year with DOI and the legislature, and make unrealistic changes just so that THEY TOO can put more money in there pockets. And by the way, the people steam rolling these reformations, know full well that they do bonds for flat fees and discounts. Make no mistake.
