I get a lot of DOG here in co. That bail bondsman that with him is about 15 min from me! I have talked to here about bounties and was told they go to DOG!

As far as the PI issue goes I would assume that it is referring to only texas PI's. I can see that turning ugly real quick in some areas in texas where they are unfamiliar with texans doing it let alone an out of stater. On the next topic the law is we have to transport the skip to the county jail in the county we arrest them in. So if I arrest "joe" in county A for a warrant out of county B I can only take them to county jail A or its a state jail felony. On a out of state deal I would talk to the sheriff and set everything up first so they would be ready to extradite them. That way no one gets all bent out of shape on trying to figure out what to do. I've been to one county jail where they had no policy on bail recovery and didn't want to take my skip because the warrant was out of a different county. We finally got it all straight (which is why I have that link book marked on my phone) and they took him.
