I actually had the good fortune to meet Professor Tabarrok in person at a continuing education class that I coordinated for TAPBA a few years ago in Cookeville, TN. He's really fascinating to talk to and a huge supporter of private bail and private industry all together.

Good find Joe! Yes, that is the report. I actually have a couple of pages with my copy that are a synopsis of the study but that is definitely the complete report.
