Different Pi licenses from different states allow Pi's to do various things such as running car tags. This is 1 of the advantages to obtaining a Pi license.
Also, just because you get an address from a car tag doesn't mean the target is still connected to that address.
There are various fee based databases that we all use, each with thier plus's and minuses's. But again, this is a sensitive question.
