“Bail agents play an important role in our criminal justice system, which should be free from corruption,” Insurance Commissioner Dave Jones, whose department licenses bail agents in California, said in a news release. “These arrests and license suspensions should serve as a warning to any bail agent skirting the law that it won’t be tolerated.”

It would be nice if Virginia DCJS would adhere to those standards.... but alas... our DCJS has no teeth and seems not to be interested in doing anything but collecting our money and working their own agendas.... so sad, but we can accomplish nothing to clean up or corrupt bonding practices...

I cannot remember one single incident where DCJS took the lead on enforcing the laws that relate... not a single incident...

I have been to several meetings with DCJS and all they seem to do is provide lip service.... so sad.

The investigation also revealed that a felon was used by one of the bail agents as a bounty hunter, which according to the department is a violation of the Bail Fugitive Recovery Persons Act.

Wonder if Dwayne Chapman is at all concerned about this.... I am pretty sure he has operated in CA... although I am also sure that he only presents himself as an adviser only and takes no active participation in the actual arrest............ yeah...... right............

For many years... one of the bondsmen, whom I know personally, (un-named) operated with his unlicensed wife filling out the paperwork for the bonds... while all he did was sign the final draft... as I understand... anyone affiliated with the process has to be licensed... you cannot negotiate a bond in Va... unless you are licensed... period... but there ya go..................

Bill,

For years we had the same problem in California except just more of it. Finally the Dept of Insurance began to act on the complaints filed by civilians and bail agents.

This is just the beginning and hopefully other states will follow.

All I can suggest is to keep reporting the wrong doing and get the clients to report it also. Eventually, the regulating agency will have to do something.
