Didn't read it thoroughly, but I like it.
On the services link....I would change the color scheme of the highlighted topics.
With the white color type and the gray highlight it makes it a little difficult to see...black would look better.

Thanks all. I fixed that Highlighted issue, and added the Captured Fugitives Link to the Navigation Bar... took a while to get it put up, but it is open and ready now. All I have left to do is get my forms on that page uploaded onto the page. then I can start releasing the user ID and password to that link.
