LAW,

sounds good. a lot of states don't have that provision and a lot don't recognize licenses from out of state bondsmen or their agents.

I think a motion for exonoration based on the fact that other states have made it impossible (a lot of states won't allow licenses for non-residents) to locate the skip. This clear violation of TvT has made locating and apprehending the skip impossible.

It will probably be denied, but then an appeal should be filed based on the ruling by TvT regarding exonoration of bonds. In TvT they did not exonorate the bond because the supreme court expressely outlined the powers of the bail bondsmen and his agent. Based on what they specified the bondsmen and his agent's powers they believed that the bond should not be exonorated as the bondsmen and their agents had the ability and authority to locate and arrest their skip in any state of the union.

With states standing in violation of this ruling it should be an easy arguement to get a bond exonorated... either that, or the supreme court will reinforce it's ruling and maybe even create a nationally recognized licensing proceedure in which all the states that require licensing must submit their database to a national organization (probably be put under homeland security ... that could be bad lol).
