I had a unit that I was allowed to "test" for over a year. It had all the alarm features you could imagine.
Low battery, tamper alarm, zone violations, time violations. It was a one piece unit that used external batteries about the size of a roll of quarters. Battery life was about 18 hours. It used satellite and cellular positioning and communications. I could call the unit and speak with the defendant. Or he could activate it and talk directly to the monitoring center.
Also, if there was a zone violation, it would set off a siren alarm and a recorded voice message would instruct the defendant to leave the area immediately.
Now this was about 4 years ago. Since then, the newer units have been improved. So, if they were using any unit made within the last 2 years, I'm sure it had the all necessary features to monitor the defendant.
I think, again just my opinion, this unit was not activated or it was not being monitored. You can order units and not activate them. The defendant wouldn't know if he is being actually monitored or not.
If there is enough interest, I can see if I can get one of the GPS companies to come to vegas in June and demo their units.

One of my clients monitors thier own units. What I have noticed, while in thier office, is that unless they are sitting in front of a computer, watching that exact unit, they will not know if there is a malfunction or violation. I have heard them comment "Hey. (Someone) unit is still malfunctioning. I thought we were sending someone out. Its been OFF for three days now." If that is a case of someone ditching the unit, three days gives a defendant a long time to run. I have also been around when they were questioning "When was the last time we checked on (someone)? I just looked and thier unit has not had a signal in two weeks. When is thier court date?" This is what "talked me out of" getting involved with these units, when I was presented with the option. I don't want to have to sit around watching the computer and checking each defendant, 24/7. I guess that is not how all these units and services work, but that is my experience.

I will see if I can get one of the companies to come to Vegas in June to demo a unit.
When I had my unit, I took it up to our mountain hideout. I actually wore it for the weekend and changed the batteries to keep it operational. When I got back to "civilization" and went on line, it showed every where I've had been.
Now I also set it up for alerts if I left a certain area radius from my office. So all weekend long I was getting alerts on my cellphone stating that the unit was violating my "inclusion" zone perimeter.
I also got calls from the call monitor center. They thought I was actually a defendant on the run. Even though when I set it up for that weekend I tagged it as an test.
One young lady that called me to notify me that my client had skip was very cute. I set up the fake skip with the name, Wiley E. Weasel. She thought that was his actual name.
Anyway, I know the newer units are much more sophiscated than the earlier models.

Just as important . . . let us hope that the bonding companies are wise enough to leave those in Jail that really need to be there. A "Menace to Society", once in custody, should not be released to the streets to cause more destruction. Money isn't everything.
