On a side note, Ryan, DVS/DPS in St. Paul will release the info to you if you physically go there with the proper documentation and the information release form. None of the other satellite DVS locations will, though. It has to be St. Paul. But you are also right in that there is no resource like those you have made yourself. Good networking with LE has proven to be the most useful tool I have.

In VA, if you are a licensed PI, you can apply for access to VA DMV, for a monthly fee, plus a fee each time you run. However, being licensed and applying does not guarantee you access and it can take up to 90 days for DMV to approve or deny. I personally think all the data sites are ok, sometimes one will have info another won't and vice versa.
