Need Assistance to retrieve a fugitive from NJ to NY

Gentlemen/ladies,
I have a minor situation maybe someone could shed a little light on this topic for me.
I sponsored a nephew of mine(24 yr old mail) to obtain a 3 month visiting visa to the United States.
A month after his arrival to New York, he commited a crime(burglary/theft). Brooklyn NYPD prepared a report on the crime and declared him wanted. This individual skipped to NJ. He is working in a restaurant and also living with the restaurant owner. I have given the police dept. information where the perp is hiding, however, they are telling me that they can't do much because NJ is out of their jurisdiction which I understand.

My first objective is to find anyone/people who can bring him in to NY area or even deliver him to the police dept.
This I figure will be an easy task since he has been in America for only one month and doesn't really know how the system works.

My second objective is to make sure he is returned to his home country after dealing with NYPD.

Can anyone give me a contact info of any agent who can handle this objective.
