Check with your local sheriff's dpt or state trooper's agencies. Find out who the state certified instructor is for these items for thier dpts. Physically go see that person. Dress professionally, have a resume and business cards handy, and explain that you are seeking state certification for liability insurance requirements for the use/deployment of these items.
Ask them for a weekend course, that you are willing to pay them for.
If, for whatever reason, this isn't doable, then contact the actual police academies and ask them for a mini-certification course.
Failing that, you can contact the manufacture's of these items directly for certification by them directly...ASP, S&W, Taser international, etc.
You may also consider contacting the NRA. I don't know what all they certify people in, but they can at least refer you to other sources.
If all else fails, try contacting your local national guard unit and ask them who they're certified instructor is for these items and contact that person directly for private certification.
Check for security schools in your area to see if they offer any of these courses. I know in California they are required so there are dozens of providers teaching these courses.
Commercial companies that offer training that I know of are GTDistributors and Blackwater USA.
