Fugitive Recover Services in St. Louis

I am a Fugitive Recovery Agent in St. Louis. I have been in this business for 5+ years and I am looking to start a new agency here in St. Louis. I would appreciate any and all comments on some best practices that have worked for the successful agencies and agents out there. St. Louis Bail Bondsman repeatedly do not pay. Im here in St. louis and I have always been paid. Though right now Im unemployeed because of the new law that has changed for bail Enforcement.
