Just thought I would post this for general info in Virginia... in case you
had to contact one of these folks. This was a general email that DCJS
sends to registered folks in their service.

RE: New Private Security Services Advisory Board Appointments

Effective July 1, 2008, there were five (5) vacant positions on the Private Security Services Advisory Board. The Criminal Justice Services Board met on June 12, 2008 and appointed the following individuals to fill the vacant positions:


Bail Bondsman Representative

Carl D. Armstrong - (July 1, 2008 - June 30, 2012)


Private Investigator Representative

Christopher J. DiMartino - (July 1, 2008 - June 30, 2011)


Armored Car Representative

Kevin S. Hodges - (July1, 2008 - June 30, 2010)

Personal Protection Representative

Charles E. Tobin - (July1, 2008 - June 30, 2013)

Certified Private Security Instructor Representative

Stephen F. Demma - (July1, 2008 - June 30, 2009)


Kevin S. Hodges, a current member of the PSSAB and representative to the CJSB for PSSAB, is a General Manager with Loomis, Fargo, & Company with three offices in Virginia and three offices in West Virginia, Mr. Hodges is responsible for more than two hundred employees and a fleet of approximately one hundred armored vehicles.

Mr. Hodges is a graduate of Indian River High School, Chesapeake, Virginia and has attended Randolph Macon College and Old Dominion University.

Mr. Hodges has been active in Private Security for ten years and until January 2004, held a registration as armored car personnel with a firearm endorsement. Mr. Hodges has been a Compliance Agent for the past ten years.


Christopher J. DiMartino, the president of Ace Investigations International, Inc. has owned and operated this Private Investigations firm for twenty-one years. Mr. DiMartino has been registered with DCJS as a Private Investigator since 1993. Prior to 1993, Mr. DiMartino was registered as a Private Investigator with the Department of Professional and Occupational Regulation (DPOR) from 1988 to 1993. Mr. DiMartino holds current registrations with DCJS in Private Investigation, Personal Protection Specialist, Electronic Security Technician and Electronic Security Sales Representative, as well as, firearms endorsement in handgun and shotgun. Mr. DiMartino was certified by DPOR as a compliance agent in 1988 and DCJS in 1994 and is the compliance agent for Ace Investigations International, Inc.

Mr. DiMartino served on the Private Security Services Board as a Private Investigator Representative from July 1, 2003 to present. He was the Secretary for the PSSAB in 2005 & 2006 and is currently the Vice Chair for the Board. He is the ASIS International Regional Vice President. He is also a Certified Fraud Examiner, Certified in Homeland Security, a member of the Central Virginia Crime Clinic, member of InfraGard Virginia and a member of Reid Institute.

Charles E. Tobin has served on the private Security Services Board as a Personal Protection Representative since 2005. He has been actively employed in the security industry for over twenty years. He is currently a managing partner with At-Risk Protection and Investigations, LLC where he is responsible for protective, investigative and training functions. Mr. Tobin is a member of the American Society for Industrial Security (ASIS) and the Association of Threat Assessment Professionals (ATAP). Mr. Tobin currently holds certifications for DCJS as an instructor and as a compliance agent. He is registered as a private investigator, personal protection specialist, and a security officer.

Carl D. Armstrong has served on the Private Security Services Board as a Bail Bondsman Representative since 2007. He is currently the President of the Virginia Bondsman's Association. He is a licensed Surety Bail Bondsman in Virginia and is a guest lecturer for bail bondsman training at Central Training Academy.


Stephen F. Demma has been a certified private security instructor since 1994 and was previously and Army Drill Sergeant Instructor for all basic training categories. He is also a certified compliance agent. He is a member of the American Society of Law Enforcement Trainers, Private Investigators Association of Virginia, Association for AED Instructors, International Association of Law Enforcement Firearms Instructors, Veterans of Foreign Wars, and the national Rifle Association. He is currently the Training Director of the D & D Training Academy, Uniform Division, Investigations Unit, and Executive Protection Unit. He currently holds registration in security, private investigations, and personal protection with DCJS.
