Bondsman Out on Bond Allowed to Continue Writing Bonds

A bail bondsman who police say admitted he shot and killed a woman earlier this month, is now out on bond, and writing bonds again for other people.

ABC bonding filed a petition on behalf of Floyd Heavy Goodwin just one day after Goodwin turned himself in and confessed to shooting 37-year-old mother of two Jillena Orr.

Goodwin turned himself in to police 36 hours after Jillena Orr was found lying in the street on April First, dying from a gunshot wound to the back.

Orr, who has a lengthy criminal record, including prostitution, died a short time later at Erlanger Medical Center.

Goodwin turned himself in, and confessed to pulling the trigger, and was charged with First Degree Murder. But he told police he acted in self-defense.

On the petition he filed in Hamilton County criminal court, Goodwin states, "I submit I will be found innocent; As I acted in self-defense."

Goodwin does not have a criminal record.

Judges made the ironic decision to allow Goodwin, a man who is out on bond, to continue writing bonds for others until his court hearing for the first degree murder charges April 24th.

"As always, everyone's presumed innocent until guilty, and right now we're still in the provess of the preliminary hearing, and until that happens, he will remain out on bond," says Chattanooga Police Department Spokesperson Sergeant Kim Noorbergen.

Noorbergen says detectives are continuing the investigation into who the owner is of the gun.

NewsChannel 9 investigated and learned that Goodwin does not have a permit to carry a handgun, and according to a spokesperson for the Tennessee department of safety, Goodwin never had a handgun permit.

Noorbergen says investigators are still working to determine whether Goodwin had the gun illegally or whether Orr, or someone else was carrying the gun.

Goodwin is not facing any weapons charges at this time.

While I simply can't accept that shooting someone in the back is self defense, most state laws do not revoke a bail agent's license until or unless they have a Felony conviction. I hope his insurance company is aware of the situation and will consider his liability before continuing to allow him to write for them. I haven't checked TN laws, so am guessing they write under an insurance company, not just the state or county. That could get much stickier.

I want to know if something has . . . There have been a couple that are now being brought up with action having been taken in the case.
