I can attest to this first hand. There is a certain city around here, not going to mention any names!! But I don't care if you have all the paper work in the world. Or as Bill would say "all ducks in a row" hell you could have a flock. They will not take a fugitive from you. They state "That a Fugitive has to be surrendered to Law Enforcement". Now as long as I have a Recognizance, signed Bail Piece, and the written Authority to Arrest, the city in which the defendant was bonded has to take him. Or at least that is what DCJS says. I have waited four hours with a defendant, feed him, and took him to the rest room. Had to call again to get the Police to the jail(you figure they would know wear it was). Just for the jail to take him. And in one instance jail lock down same place 8 hrs. But the police kept bringing them into intake. There reason for not coming, he's already in custody. So next time I'm letting them run then call. Just kidding. I think that they feel we made them look bad. But they will sure thank you for the fugitive, and not sign your bail piece. Education in the academy would do us all a world of good.

I had a fugitive with a local city warrant that wanted me to drive the suspect to the county detention facility and hour away. I had to ask for them to send an officer to my arrestee's location as an "Agency Assist", as asking dispatch to prep the jail resulted in a "the jail will not take the suspect from a Fugitive Recovery Agent/Bounty Hunter" response.

It's all in how you word it when talking to the agency's.
