I brought this subject up in our class on NCIC at the Academy a few years ago as to why this was unauthorized and the bottom line was because NCIC was not 100% correct or up to date with intel. They said that if they gave a bondsman or recovery agent this intel and they rushed right over to the address broke down the door or some thing stupid the city or county would be liable. Even Law enforcement do due diligence before they hit a place and they have hit the wrong place several times. So its the lawsuites. In the 70s and early 80's you could get intel from the Police Department

A public employee using a government computer to search government databases and bill bill private clients? Now that's cheeky.
