I brought this subject up in our class on NCIC at the Academy a few years ago as to why this was unauthorized and the bottom line was because NCIC was not 100% correct or up to date with intel. They said that if they gave a bondsman or recovery agent this intel and they rushed right over to the address broke down the door or some thing stupid the city or county would be liable. Even Law enforcement do due diligence before they hit a place and they have hit the wrong place several times. So its the lawsuites.
