I thought some of you on here would enjoy this...News broke today..they were picked up early am by the FBI.


US Attorney Reports Men Arrested For Allegedly Distributing Fraudulent Law Enforcement Badges & Credentials

LAWFUEL - Legal Announcements - MICHAEL J. GARCIA, the United States Attorney for the Southern District of New York, and JOHN A. ULIANKO, Regional Director for the Federal Protective Service ("FPS"), Region 2,
announced that RALPH RIOS and ROBERT NEVES were arrested today by
agents of the Federal Protective Service on charges that they
distributed hundreds of false law enforcement badges and
credentials. According to the Complaint filed in Manhattan
federal court:

NEVES and RIOS are the principals of the U.S. Recovery
Bureau (the “School”), which offers monthly classes in bounty
hunting and in how to restrain people. The classes regularly
take place in Brooklyn and Passaic, New Jersey, and in other
locations, including one in Washington Heights, Manhattan, New
York. Despite its name, U.S. Recovery Bureau is not a
governmental organization.

The School provides graduates of its course with badges
and credentials that give the impression that they were issued by
actual government law enforcement agencies because, among other
reasons, (a) the badge is in the same shape as a New York City
Police Department (“NYPD”) Detective badge; (b) the badge bears a
seal with a bald eagle that is a facsimile of the great seal of
the United States; (c) the badge reads “U.S. Recovery Bureau” and
under the seal is the word “Agent” and a badge serial number; (d)
the badge is in a leather wallet that also holds credentials that
are the same shape and size as federal law enforcement
credentials and identify the graduate as a “Special Agent” of the
“U.S. Recovery Bureau”; (e) the credentials bear an emblem in
the center of the card that is a facsimile of the great seal of
the United States; and (f) the credentials lack any clear
indication that they are not issued by a governmental
organization.

The U.S. Recovery Bureau also sells other materials,
including clothing that says “Fugitive Task Force,” handcuffs,
and batons.

Law enforcement authorities have arrested multiple
graduates of U.S. Recovery Bureau for using the credentials
issued by the School. On some occasions, students have used
their School-issued credentials to try to avoid tickets and other
law enforcement actions. In other cases, students have used the
credentials to try to access secure government buildings. In at
least one case, students have used the School-issued credentials
to impersonate law enforcement officers in order to effectuate
robberies. Of approximately 943 students who received
credentials from U.S. Recovery Bureau, at least 78 were convicted
felons at the time they took the U.S. Recovery Bureau course.
NEVES, 49, is from Staten Island, New York, and RIOS,
49, is from Homestead, Florida. They each face a maximum
sentence of five years in prison. NEVES was presented this
afternoon in Manhattan federal court before United States
Magistrate Judge DEBRA FREEMAN; RIOS was presented in the
Southern District of Florida.

Mr. GARCIA praised the investigative work of the FPS
and the Police Impersonation Unit of the NYPD in this case, and
thanked the United States Marshals Service, the New York Office
of the Department of Homeland Security’s U.S. Immigration and
Customs Enforcement, and the Federal Bureau of Investigation for
their roles in the arrests.

Assistant United States Attorney WILLIAM J. HARRINGTON
is in charge of the prosecution.
The charges contained in the Complaint are merely
accusations and the defendants are presumed innocent unless and
until proven guilty.

I thought that was interesting Kathy. I saw that a few hours ago. Everyone tucks tail and runs.....just shows the kind of people they are. People that thought they were big shots...now running for the hills because they don't have their fancy badge and can't rob drug dealers anymore. I went to a house the other day that these guys apparently went to the day before (looking for someone)...they allegedly pulled a disabled man out of his wheelchair and onto the floor. who knows....

Someone on this forum brought this person to our attention as being a primary part of USRB a short while ago. I have way too much personal and business data on my computer, so I am extremely careful about what I have on it. Thus, I have my MySpace access limited to those with enough personal info to know that they know me. Further even if I approve them, I check out their friends lists, comments, pics, and info, just because I can't afford to lose business info. Unfortunately, my stepson recently cost me $100 and my having to re-enter accounting info that was lost when he downloaded viruses and spam crap, and then deleted files that were instrumental in the Windows operating system. Be very careful who you add, and who is allowed access to your computers.

I know that I as well as others are jumping for joy that this company that has been a major "thorn" in our profession has been at least temporarily shut down. I don't know that we can overcome the harm that they have caused, but we can all do what we can to research our local state laws, and further research our court of appeals and supreme court rulings that support our rights. There are many topics and posts on this forum alone that show our overall points of view, most of which negate USRB's ethics and training versus our strictly following of state and federal laws.

This info needs to be posted all over the internet, in that it is informational to anyone who had either taken a class from them and/or used their info to get or support the individual's right to work for any bondsman.

There have been several articles printed now as to what s going on now with these morons. It just keeps getting better for the worse. As usual, Kathy is right on the money with My Space ads as I could never personally understand adding some of these self absorbed attention seekers such as Neves (Superman?) or others who seem to caught up in a fantasy world relating to our industry. I personally ran into a newbie, decked out in full tactical gear,
pimping for work in the Bergen County Jail 7/1. I brought him over to a bondsmans office who I work for accross the street for a little Recovery 101 lesson and a spanking. He was basically
another nice (duped) kid fresh out of USRB school and one wave short of a shipwreck, as most. He shows me professional ID card with his "State of NJ" ID number?? :shock: He also showed me his fake certs for handcuff, pepperspray & baton which he thought was legit, along with the positive notion that he (they) are permitted to carry (ccw) legally in our state. We directed him & his partner to NJ Dept of Insurance, prosecuters office & a GOOD lawyer to press charges, sign complaints and hopefully put him on a path to retrieve some of their lost money.
Well, this domino is going get bigger and fall harder. Another new agent calls me for some work and meets me at my office for a chat. Again, wearing full tactical gear and a thigh holster carrying a fire extinguisher size can of Fox pepperspray like dogpile. :shock: lol

who ran the Q & A forum on the USRB site a couple of years ago. When challenged by Lance, Hadley and I think Chuck Jordon about their wrongfull teachings and false promises to their students, he (Spike), edited the forum and only posted what he wanted to been seen, within a short period of time, that forum was deleted altogether. So apparently Spike had a falling out with the USRB and has now opened his own training school with the help of his wife and another trainer who claims to be a former US Marshall and are continuing to follow in the fine tradition of the USRB. I'm sorry to say that this mess isn't going to over anytime soon, for as I see it, theres a lot more dominoes that are going to tumble in the near future. I almost forgot, The USRB's Bonding Office in Union City was also shut down Wednesday and is now out of business also. ............. :lol:

DAMN . . . I am just curious, do you think that they really thought that they could get away with this as NJ really had no specific laws in regards to BEA work? I mean, after all, anybody can Print a Lic and all kinds of Certs and NJ really seems to have had its' fair share (guess more than) this past 4 years that I am aware of. And when they were previously presented with these very types of matters the response was " Oh, that really is no big deal" as there is no "State" Agency that polices them . . . duhhhh
