Worker Shot During Arrest Attempt By First Coast News Staff JACKSONVILLE, FL -- A suspect is at the hospital with life-threatening injuries after he was shot during an arrest attempt. Investigators say three bondsmen were going to the Padgitt Auto Shop on New Kings Road to arrest an employee there Monday morning. That's when police say the bondsmen got into an argument with the suspect and ended up opening fire. The worker was wanted on charges of cocaine possession and failing to appear in court. JACKSONVILLE, FL -- It all started just before 10 Monday morning at Plagett Auto Shop. Three bail bondsmen from Nassau County came looking for Dwane Plunk. Police say Plunk is wanted in Nassau County for failure to appear in court and cocaine possession. Police say when the bondsmen tried arresting Plunk, one of the bondsmen shot him in the bladder area. Plunk was taken to Shands with life threatening injuries. After surgery, Plunks girlfriend said his condition was moved to stable. The bail bondsmen were being questioned by detectives Monday. None have been charged. Police say they'll know what happens to Plunk once has recovered from his injuries. |

JACKSONVILLE, FL -- A bounty hunter that allegedly shot a man he was trying to arrest earlier this week has been arrested himself. 40-year-old Richard Hurst turned himself in to police at the Jacksonville Sheriff's Office Wednesday afternoon. Hurst is charged with aggravated battery. Hurst would not comment as we was walked by officers from police headquarters to the jail. Hurst is accused of shooting Edgar Plunk in the stomach Monday while trying to arrest him for failure to appear in court and cocaine possession. Plunk was taken to Shands with life-threatening injuries. Police say Plunk is is stable condition. Plunk's criminal history includes drug and traffic charges. |

If you work and live in FL, you would have to be a bondsman to make the arrest. Here in FL unless you are a LEO you would have to be a licensed bondsman to make the arrest. We don't have seperate BEA licensing. |

The 2005 Florida Statutes Title XXXVII INSURANCE Chapter 648 BAIL BOND AGENTS View Entire Chapter 648.30 Licensure and appointment required.-- (1) A person may not act in the capacity of a bail bond agent or temporary bail bond agent or perform any of the functions, duties, or powers prescribed for bail bond agents or temporary bail bond agents under this chapter unless that person is qualified, licensed, and appointed as provided in this chapter. (2) A person may not represent himself or herself to be a bail enforcement agent, bounty hunter, or other similar title in this state. (3) A person, other than a certified law enforcement officer, may not apprehend, detain, or arrest a principal on a bond, wherever issued, unless that person is qualified, licensed, and appointed as provided in this chapter or licensed as a bail bond agent or bail bond enforcement agent, or holds an equivalent license by the state where the bond was written. (4) Any person who violates this section commits a felony of the third degree, punishable as provided in s. 775.082, s. 775.083, or s. 775.084.
