LE Officials are strict, when it comes to civilians obtaining CCW and even banned open carry in California. Stating that 'civilian lacks' training. In fact, responsible owners of guns, are well versed in weapons and tactical training, because some finds it to be a wonderful privilege in owning a weapon, exercising the right to bear arm.
