This bill was introduced by Etowah County State Rep Blain Galliher. He doesn't realize this bill isn't just bad for the bail industry, but also for the general public.

Basically it will charge a $35 filing fee on every bond signed.
A 3.5% fee on misdemeanor bonds, minimum $100 and a maximum of $450.
A 3.5% fee on felony bonds, minimum $150 and a maximum of $750.

It will be paid at the time the bond is written or by close of the following business day or the bondsman will be charged with contempt of court and a $500 plus the fees.

Let's talk to our local reps Alabama before this hits the House floor!!!

Court clerk, the sheriff, the municipality, the district attorney, or the Alabama Department of Forensic Sciences under any local act or other funding mechanism under the law.

The was I read it the bill will allow local government decide.

Update: This bill was withdrawn last week by its sponsor due to overwhelming opposition from citizen groups and at least 1 legislator. That's the good news; The bad news is that the supporters of the bill have since attached it as a rider onto a very important bill, I think 688 or something like it, which coincidentally is sponsored by the very legislator who vehemently opposes 703. His bill is scheduled to be voted on TOMORROW !

So the legislator has only 1 option to defeat 703...withdraw his own bill.

Just fyi, this bill is the wishes of our State's District Attorney's Association....they've hired 3 very successful lobbyists to get it passed.

Well it's nice to know jail overcrowding apparently isn't an issue in Alabama. I assume their due diligence in evaluating fiscal impact didn't include costs of keeping the prisoners who can't afford the fees in jail.

This bill was attached to another bill that was passed by our House of Representatives last night at app. 10 pm. Now it goes before the Senate. Hopefully we can get it defeated or at least amended to a more common sense version that all can live with.
