I am ex-LE, I am skilled (lucky) at finding people with minimal information. Is there a market out there to just do locates on skips?

Nobody stays out of touch with everybody!!!

Debt collection companies hire people everyday, but that job is mostly databases and exchanging information and contacts with other skip tracers to achieve your target. It wouyld not be cost effective to work one case at a time on the ground.

Repo companies hire locators, people who will do the surveillance and call in the hook when the target vehicle is seen.

Car lots that "Tote the note" or "buy here, pay here" car lots will pay people to locate debtors and or vehicles as well.

There's a market for it in bail enforcement as well. Some larger bail, or bail enforcement, companies specialize there recovery operations. A skilled skiptracer will do the legwork and a "pick-up support" team will handle the takedown/pick-up.
