My partner George Edelen and I have spent that last two days in relentless pursuit of a homeless man, and it wasn't one of our own skips for once! This was a case that had been trampled on previously by inexperienced BEA's that were verbally abusive to the same people that gave us information (hint). This case was already on it's 90 day extension and days away from absolute forfeiture.

The point of this case is not self aggrandizement, but the education that we received while hunting for the defendant in this sub or counter culture. We even broached one homeless camp where they had a generator, television, bootlegged cable TV with the cable box, radio with speakers in the trees, weapons galore (including a Tazor Wand) and booby traps. This man's camp had a three room tent, with his most valuable possessions in a dog kennel with tarps over the whole thing so that he could close and lock the gate and protect his stuff. This person was clearly very smart, and after gaining his trust over several days explained to me that he watched his father kill his older brother and put his mother in the hospital, further expanding that his father is in Hell now, but never volunteered if he helped to put him there. I was completely in awe of this guy and what he had overcome and accomplished.

Should you have a case like this in the future, remember to check churches that have food pantry/feed the homeless programs, bus services that cater to the homeless, hyper/hypothermia shelters (usually have set times when they can come and when they must leave) and libraries. Homeless frequent libraries to get out of the weather and to have free internet access (because they are citizens, they cannot be denied access, just are not allowed to sleep there) Our skip liked playing Spades on the internet and also maintained a Facebook and Myspace account (hint). They also make camps on State or Federal land, like on exit ramps near rest stops. It seems they can't be removed for trespassing because it is state land and not against the law to be homeless, where a private land holder can have them removed for trespassing.

The subject is in custody, I took a shower and scrubbed until the hot water was gone, and I think I have developed a new passion for reaching out in God's name to a misunderstood segment of our society, that unfortunately in this economy, might be growing rapidly.

Great "HINTS" but honestly, why are you giving out hints that they are supposed to go to school for? I mean, the first thing we went over was ethics, and how to make sure you act professional towards everyone, no matter what their situation. Not to mention the parts of FB, MySpace, etc. Maybe it's just in VA, but that is the sort of stuff covered in most schools, isn't it?

You are correct Richard a BEA should already know these things if they are working the streets. However it is always good to have these points reiterated by a street wise veteran investigator such as Scott M. This is what the forum is all about one professional helping another.

I understand, and I meant no disrespect, I just keep hearing about bad BEA and wondering if it's because they are just acting like improper, or not being taught correctly. And I appreciate the forum, the knowledge I have personally gained has been tremendous.

I grew up in New York and seen a variety of different homeless living situations,many of which had electricity and other amenities.The homeless are still human beings and should be treated as such,some of course may have lost thier minds due to circumstances but nonetheless deserve a sense of respect.These men,women and often times children have learned to live on the street by thier wit and sheer determination to survive.Thet are by no means uneducated only educated differently then you and I may be.They often times see things that we would not therefor they have a wealth of knowledge that could be very useful to us when searching for a defendant.
You are correct DSI,It is always good to have these points reiterated by a seasoned pro and it is what this forum is about"helping each other"in this profession that we have chosen.
As for working on cases that have already been walked all over by another BEA,it is always difficult to do and possibly dangerous.you have no idea who that BEA talked to or made angry by his actions and verbal skills,you may walk into a situation were a possible informant just wants to fight with the next person who comes along.That is why professionalism should be stressed extremely,which it is always stressed on this forum.

There are a lot more "tidbits" to be found in these "Hallowed Halls" ;-) . . . those that are new to the "profession" oft times only think of what they have learned in a class . . . there is way more to be found in the "experiences" of those that have "been around" . . .

CT has a "safe haven" law..can't get 'em in a church, shelter, soup kitchen, etc...
You wait for them to step foot on a public sidewalk :)

...Rab Not every state requires training, and MD, your neighbor, does not and that was where the case originated. Also, having taught many classes to attentive as well as snoozing future BEA's, nothing is a "given" as far as knowledge retention is to speak. Gene (DSI) is also a very well respected and DCJS certified instructor and he can affirm this as well...When teaching a class, we can pick out the ones we think will be successful and just as easily, the ones that will fail. "BAD BEA's" can be taught everything correctly and are still hard headed enough to do it their own way, even though it may be counter productive. Do not take offense. You can be taught how to communicate properly, but few really develop the skill well enough to make it profitable. A bad BEA may mean more money in your pocket as it did mine ! :) Call me when you have all of your certifications and are really ready to hit the streets.
